Here is my first try. PP to smoth skin, changed eye color (color brush 10%) eye shadow, same, background, gradient--darkened lips, blured hands.

Added a gradient layer to darken the white background a touch, did some burn and dodge to bring out the hair highlights, shadows as well as darkened the pupils of the eyes. went into the curves and adjusted it there to bring out more detail and contrast within the picture.

Neat image Al.
Here is my interpretation:
Convert from RGB to sRGB
Adjust levels
Clean up some blemishes with clone stamp
Lighten background - with select fill and clean up with dodge.
Dodge eyes
Selective sharpen eyes
Add softening of skin with blur/filter fade/mask
Crop
